Senate Resolution 127 (Logan) recognizes June 7, 2005 as "National Hunger Awareness Day" in Pennsylvania. Adopted by Voice Vote. Executive Session Nominations to Various Boards and Commissions. (See Attached) Confirmed: 46-0. Tuesday, June 7, 2005 Senate Bill 332 (Vance) would amend the Domestic Relations Code to streamline the procedure for registering foreign adoptions. Under the new provisions, when a final decree of adoption of a minor is made or entered in conformity with the laws of another state or foreign country whereby a child is adopted by a resident of the Commonwealth, a copy of the properly authenticated foreign decree of adoption could be filed with the clerk of the orphans' court in the county of residence of the parent or parents. The decree would be kept in the files of the court as a permanent record and would be withheld from public inspection, except on order of a court. The clerk could charge a filing fee in accordance with the court's regular fee schedule. Information identifying the birth parents of the adoptee would not be required. The clerk would issue a certificate of adoption to the parents showing that the adoption has been registered in the county and send a certificate of adoption to the Bureau of Vital Statistics of the Department of Health. No hearing would be required prior to the issuance of the certificate and the parents would not be required to obtain counsel. If requested, the name of the adoptee could be changed and included on the certificate of adoption. The re-adoption of the child would not be required unless the adoption was not finalized in the foreign country or, in the case of married couple seeking to jointly register a foreign decree; the adoption was not finalized as to both the husband and the wife. Passed: 46-0. Senate Bill 600 (D. White) would authorize the release of Project 70 restrictions on 0.368 acres of land owned by Indiana County in Burrell Township, Indiana County in return for the imposition of Project 70 restrictions on 5.28 acres of land to be acquired by the Department of Transportation and deeded to Indiana County. The release of the Project 70 restrictions is necessary due to the realignment of State Route 22 through Pine Ridge Park, Indiana County. Passed: 46-0. Senate Resolution 128 (Mellow) proclaims June 8 through 21, 2005 as "Million Pound Meltdown Days" in Pennsylvania. Adopted by Voice Vote. Executive Session James H. Wednesday, June 8, 2005 Senate Bill 584 (Boscola ) would amend the Crimes Code to establish the offense of disarming a law enforcement officer. A person would commit the offense when he or she removes or attempts to remove a firearm, rifle, shotgun, or weapon from the person of a law enforcement officer or corrections officer, or deprives a law enforcement officer or corrections officer of the use of a firearm, rifle, shotgun, or weapon, when the officer is acting within the scope of his or her duties. The individual would have to know or have reasonable cause to know that the individual is a law enforcement officer or corrections officer. A violation of the section would constitute a third degree felony. Passed: 46-0. |
